Haipu Village is comprised of the original Haipu Village, Dashan Village, and Jhuangli Village.

The original Haipu Village includes two communities: Pizaiwei and Haipu. The former Pizaiwei Community belonged to Madou Fort, and Haipu Community belonged to Jialising Fort. Later when the administrative areas were reorganized, Pizaiwei Community and Haipu Community were both assigned to Madou street district. However, Pizaiwei Community was part of Pitouguannei 3rd Bao (Dashanjiao Bao), and Haipu Community was part of Pitouguannei 4th Bao (Haipu Bao includes Jhuangliliao Community and Congzailiao Community). In 1946, the two communities were merged and renamed Haipu Village of Madou Township.


The main industries of Haipu Village are agriculture and aquaculture. Locals raise shrimp, tilapia, and pigs. There are also traditional industries such as incense making and rice milling. Recently the area is developing green energy (generating electricity with solar panels in fields) as a new industry. Popular religious locations and tourist spots in the Village include the Haipu Chiwang Temple, and the Military History Park in front of the temple which displays dozens of high-tech decommissioned war equipment such as air combat fighters, missiles, and tanks.


Madou Wang Ye, Haipu Wang Ye, and Nankushen Wang Ye share the mysterious "Incense-welcoming Rite" in Madou. The temple deities gather in Haipu to welcome back the Wang Ye for the procession. The rite became more and more popular and eventually became the only major religious rite in the area. The site of Haipu Chiwang Temple was originally a low wetland where young men trained for battle. This low area also generated the story of the Wang Ye "flowing" to Haipu.


The original Dashan Village was assigned as Pitouguannei 3rd Bao during the Japanese Occupation Period. In addition to the actual Dashanjiao Community itself, the original Pizaiwei Community in Haipu Village also belonged to Pitou 3rd Bao. The unit "Village" was established after the War, and Pizaiwei Community was reassigned as Haipu Village. The main industry in Dashan Village is agriculture, locals grow crops such as rice, lima beans, and corn. In recent years, the Village is developing quality agriculture and cultivating orchids. Shih Hua Orchids and Huigu Orchid Garden in Dashan Village exports blossoms all around the globe and brings in income from other countries.


The original Jhuangli Village included Jhuangliliao Community and Congzailiao Community. Jhuangliliao Community is the settlement of the Jhuang family, and current family members are the descendents of the first wife of Yingdingjin Embroidery Hall. Congzailiao Community is where the Jhuang and Huang family settled. The Jhuang family mostly gather in Jhuangliliao Community, and the Huang family originated from Jialising Tanaiqian. Since the early times, the main religion of Jhuangli Village has always been Taoism. The guardian deity of both Jhuangliliao and Congzailiao Community is the Li Family Qiansui Wang Ye. The two families take turns to care for and worship the deity idol every year. In 1978, Congzailiao built Zhen'an Temple; and in 1981, Jhuangliliao Community built Xin'an Temple. Since then, the deity has been separately worshiped in the two communities.
